Grant Preparation and Review

2003-04    Provided assistance to Chicago Department of Public Health regarding objective review of selected  Title I services.

2001    Coordinated the development of a series of Pre-Application Technical Assistance workshops for the Bureau of Primary Health Care's New Access Points for primary care.

2000 - 09    Coordinated independent reviews of Ryan White Part A applications for Baltimore City Health Department.

1996-04    Assisted numerous organizations in applying for Ryan White Title III and IV as well as Community Access Program (CAP) grants.  Eighty percent of the organizations were successfully funded.

1996-97    Proposal writing for the National Lesbian and Gay Health Association.  Grants awarded from the Bureau of Primary health Care, Centers for Disease Control and Prevention, Glaxo Wellcome and the Gill Foundation.

1993-95    Coordinated several objective review cycles of applications for Ryan White Title III.

1992-2004   Reviewed grant applications for the National Institute of Mental Health, Office of Rural Health, Ryan White Special Projects of National Significance, Ryan White Title IV and the Texas Department of Health.

2009    Provided assistance to the AIDS Foundation of Chicago regarding objective review of Ryan White Part A & B grants.

On-Site Program Review and Technical Assistance

2006    During January - March 2006, Susan Thorner and Jeffrey Menzer worked closely with Maricopa County's Part A QM staff, the Planning Council and various Ryan White providers in the Phoenix EMA to develop A QM plan, identify a QM Advisory Committee, provide feedback on proposed Part A Standards of Care and provide technical assistance on measurement strategies. 

2005-Present Conducted an evaluation of the Chicago Department of Public Health Ryan White (Part A) Program's process used to develop Ryan White Standards of Care and CDPH's quality improvement program.  Currently in the process of helping the agency to redesign their QM program.

2003-Present    Conducted a comprehensive evaluation of the Ryan White case management system for the Chicago metropolitan area.  Currently in the process of helping the grantee and their delegate agency for case management services pilot a new tiered approach.

2003-Present Provided technical assistance and facilitated workshops for CAEAR Coalition Foundation, Supporting HIV Networks of Care (SHNC) in Washington, DC.  Also co-authored report on Title III technical assistance needs.  Faulty for supporting HIV Networks of Care by Expanding Primary Medical Care Regional Meetings.

1999-07    Conducted comprehensive evaluation of Ryan White Part A vendors in Northern Virginia.

1997-04    Conducted comprehensive assessment of Ryan White Title I recipients in Baltimore, Maryland and Northern Virginia, developed and implemented a plan for technical assistance and capacity building.

1994-99    Conducted comprehensive reviews of several AIDS Education & Training Centers.

1993-04    Conducted more than 100 site visits for Ryan White Title III & IV grantees, including initial, primary care effectiveness reviews, diagnostic, follow-up and validation site visits at HIV primary care and health care for the homeless programs.  Provided on-site technical assistance related to administration, governance, program and budget development.
